A parent may provide home education to a child or children at home, subject to the following requirements: I. Any parent commencing a home education program for a child, for a child who withdraws from a public school, or for a child who moves into a school district shall notify the commissioner of education, resident district superintendent, or principal of a nonpublic school of such within 30 days. Subject to the provisions of RSA 193-A:7, I, the commissioner of education shall acknowledge in writing that the parent shall be permitted to initiate a home education program for a child enrolled in a public or nonpublic school if the program meets the minimum definitional and educational requirements as provided in RSA 193-A:4, I and paragraph II of this section. II. Notification made by the parent pursuant to paragraph I shall include a list of the names, addresses, and birth dates of all children who are participating in the home education program and a list of the subjects to be taught each child in accordance with RSA 193-A:4, I. A description of such subjects shall also be provided which shall include: (a) The name of an established correspondence school used, if any; (b) The name of an established commercial curriculum provider used, if any; (c) A table of contents or other material which outlines the scope of and instructional sequence for each subject, or both; and (d) A list of textbooks or other instructional materials used. III. Written notice of termination of a home education program shall be filed by the parent with the commissioner of education, and, in addition, the resident district superintendent or nonpublic school principal within 15 days of said termination. IV. Subject to the provisions of RSA 193-A:7, I, the commissioner of education, resident district superintendent, or nonpublic school principal shall acknowledge receipt of notification within 21 days of such receipt.

Every important movement or trend in this country was followed by an onslaught of legislative actions which resulted in some legal stipulations that controlled the trend. What is really of concern is that this legislative control is not static, but very fluid, subject to change (meaning more restrictions in many cases). These changes occur through either more legislative actions on the part of the government or through interpretation in the judicial system. Currently, the homeschool movement is being closely monitored by various teacher unions, the public and legislative bodies throughout the United States, resulting in more and more laws being passed to control or monitor the movement. If the homeschool movement is to survive in a manner which we feel would be beneficial to us and society as a whole, we have to be more and more diligent in protecting our rights. The only way we can do this is to be more active in the political process. The question now becomes, how do we do this?

This policy paper provides a list of questions that parents and parent organizations can address in an effort to ensure that statewide assessment systems fully and fairly include students with disabilities. In the past, students with disabilities have too often been excluded from large-scale assessments. However, students with disabilities now must be included in state assessment programs with appropriate accommodations, as required by the recent amendments to the Individuals with Disabilities Education Act (IDEA), as well as the Americans with Disabilities Act (ADA), and Section 504 of the Rehabilitation Act of 1973.

According to widely-repeated estimates, as many as two million American children are schooled at home, with the number growing as much as 15 to 20 percent per year. At the same time, however, home schooling has received little attention compared with other recent changes in the educational system, such as the growth of charter schools. It could be argued that home schooling may have a much larger impact on educational system, both in the short and long run. This report uses the 1994 October CPS, and the National Household Education Survey of 1996 and 1999 to determine the extent of home schooling. It presents social, demographic and geographic characteristics of households that engage in home schooling and examines the potential for future growth. It is found that home schooling is less prevalent than shown in earlier estimates, but that the potential for growth is large.
